Where do I need to register/ask permission to sell cookies During the Cherry Blossom Festival in DC? - what do i need to register a tent trailer in ontario
My girlfriend and I are students and have an idea of selling homemade cookies during the festival of cherry blossoms in Washington DC. You want money to an orphanage in Russia. Should I ask for permission to sell cookies, we will need to register somewhere?

I think you need a permit, which (for sale during the festival, and at any time) on the road. Perhaps even provide a meal to show (that were baked the cookies) in a safe / clean.
